Addendum: The reason Federal projects are in public domain is that they are
not (cannot be?) copyrighted.  This is generally true for internal and
commissioned projects.  In the grant papers I've seen there is an explicit
warning to the effect that the work done cannot be copyrighted.
 
One can't take too seriously the credits on USArmy films of the 'forties.
They are generic boilerplate similar to the credits on training manuals.
