Briefly, a "B" movie originally referred to one that was made by a
studio primarily to fill the second half of a double bill, usually at a
much lower budget and with a lesser-known cast than an "A" movie.  The
term was somewhat relative, depending on whether the studio was from the
"Poverty Row" end of Hollywood and could even afford an "A" list in the
first place.

Contrary to popular usage, the term does not necessarily refer to
quality, since many "A" movies of course are of dubious quality, while
at least a few initially "B" films have gone on to become classics of
some sort.
