She's not quite the protagonist, and the film is more Sci-Fi/Action than fantasy, but The Lost World: Jurassic Park features a young black female character (played by Vanessa Lee Chester) in a pivotal role (let's just say her gymnastics skills are involved in fighting off a Raptor attack). While not a very good movie (see above re: gymnast vs. several hundred punds of dino), I just thought this might fit into your inquiry.

Dear colleagues,
I am searching for any fantasy films, along the line
of Lord of the Rings or Narnia, that have any African
American child characters. Also, does anyone know of
any youth films with an all-black cast? Or at least a
black child/ren protagonist/s? The Wiz and Rogers and
Hammerstein's Cinderella are the only two that I can
come up with. Any suggestions would be most
appreciated!
