This sounds like a film by Dovzhenko, POEM OF AN INLAND SEA (completed in
1958 by Julia Solntseva). The description you gave matches one by Marco
Carynnyk in his book on Dovzhenko, _The Poet as Filmmaker_ (MIT 1973)
p.xxxiv.
 
If Kilmov is a filmmaker you are interested in, you should also see his
brutal but powerful COME AND SEE (1985). Spielberg would be ashamed he got an
Oscar if he saw this representation of the Holocaust.
