Hunter College's Film Program is housed within the Department of
Theatre and Film. How equal the footing is depends on who you
talk to. When I studied there (1987-1990) there were roughly
ten tenured profs. in the Theatre Division and only three in the
Film Program, though enrollment in the Film Program was three
times greater than in the Theatre Program. As a film student,
I felt discriminated against: Theatre students had a better
selection of courses and more sections of those courses, and
the credit requirement for a Theatre major was half that of
the requirement for a Film Production major (a whopping
42 credits-- I believe the highest in the college!)
Anyway, the three tenured professors we had were excellent, and
a majority of the adjuncts hired to teach the technical courses
were great.
The Department of Communications offers all the television and
media classes separately.

Are there colleges/universities in the US that have Departments where
Film/Media programs coexist with Theatre programs, on a relatively equal
footing ?
