You could try Jim Pines' and Paul Willemen's QUESTIONS OF THIRD CINEMA,
although some of the discourse may be too  much for undergraduates. You could
pick and choose essays to xerox, since it's an anthology, to work with another
text you choose. Also, Chris Berry's PERSPECTIVES ON CHINESE CINEMA has some
good  background essays that you might use along with certain Chinese films.
Sheldon Liu at U. Pittsburgh was planning a text-book on Chinese cinema, but I
do not know how far along this project is.
        I am a bit confused re what you are trying to do: you want students to
read about non-Hollywood international film but not see the films? Did you look
at recent British Film Institute publishing for books you might use? Both the
books I mention above are BFI publications. I believe Roy Armes may have a new
book out on international cinemas. Also, I thought Simon and Schuster were
editing a whole series of books on film history that were to include foreign
cinemas, edited by Charles Harpole? Does anyone know what became of that
project?
