One of the best sources for college information is the World Wide Web.
Most schools post information there about their film
programs--including faculty, courses, facilities, tuition, etc.

film/TV programs:

But to reply more directly to your question, the top schools for
MA/PhD's in film (that is, not film *making*, but film
history/theory/criticism) would include:
 
USC, UCLA, NYU, Northwestern, Iowa, Wisconsin
