Susan suggests the formation of a "lending library" of 16mm films for
film studies use.  This is already being done by the members of the CIC
(more commonly known as the Big Ten) film programs and those affiliates
within those states already containing CIC institutions.  These film
programs have formed a consortium, collecting 16mm films for use within
these programs, for an annual fee and a per use rental fee.  Similar
programs could be established among other institutions willing to
undertake the administrative tasks tied to such an organization.  I
believe that all of the CIC member institutions would support the
usefulness of such a collection for film study.
