Yes, John Williams essentially pays himself royalties
anytime he performs one of his own compositions, as does
any composer/performer. But since ASCAP is involved, the
process is not as cut-and-dried as taking money out of one
pocket and putting it in the other.
Most baroque and classical pieces are in the public domain,
so one may "steal" from them at will.
