According to Peter Wollen (Singin' in the Rain, BFI, 1992),
 
"Lina's voice in the film is modelled on the voice used by Judy Holliday
in her first big post-Revuers success, Born Yesterday (1950), and Jean
Hagen, who plays the part, was actually Holliday's replacement in the
original stage production when it went on Tour."  (p. 55)
