Submitting a work for selection implies acceptance of the regulations. In case of doubt the German version applies. REGULATIONS 1. VIPER's goal is to present and foster discussion of the development and new trends in international innovative, experimental and artistic media productions. 2. The form and content of the festival is determined by the organizers of VIPER. 3. The festival takes place from May 19 to 24, 1998 in Lucerne. 4. Artworks of all categories and lengths may be submitted. There is no legal right for participation. The selection and programming of artworks is the responsibility of the festival director or people appointed by the festival director. There is no application fee. Deadline for applications is February 1,1998. 5. The festival includes two competitions: 1.) International competition for film and video (SFR 10'000.-- sum of awards) 2.) Swiss Video on Display (SFR 5'000.-- sum of awards) Prizewinners will be chosen by an independent Jury appointed by the festival director. Awards are given to the authors/directors of the work. 10 % of the award is designated for distribution. 5.1. For the international competition the following formates are eligible: 8, 16 and 35 mm (projections with separate sound are not possible), video works in S-VHS, VHS, U-Matic, High-, Low-Band and BetaCam. 5.2. For the Swiss Video on Display competition, video works made or produced by Swiss residents or people of Swiss origin are eligible to be entered in following formats: S-VHS, VHS, U-Matic, High- or Low-Band and BetaCam. 5.3. All works entered in competitions must have been completed after August 1, 1996. Application forms must reach Lucerne by February 1, 1998. 5.4 Unless otherwise indicated by the applicant, all productions (film and video) will automatically be included in the Festival Videogallery pilot project. The festival offers festivalgoers a well-organized and -supervised video gallery, where they can watch films on videotape and videos. The selection will be made by the festival organizers. After VIPER 98, the Videogallery will travel to partner festivals. The project will conclude in May 1999 at the European Media Art Festival in Osnabruck. Details available upon request. 6. Applicants are responsible for the costs of return shipment of preview material (parcels sent collect will not be accepted). Shipments from abroad must be declared as "Art work - for cultural purposes only - no commercial value". It is recommended to fill out the necessary reimportation papers before sending the copies to Switzerland. 7. If return postage of SFR 20 -- (twenty) (SFR 10.-- (ten) for Swiss applicants) (money order, crossed cheque or cash) is not included within the application, the preview material will remain in the VIPER-archive. 8. Film prints in 16 and 35 mm are insured during the festival for their print value. Damages must be declared within 10 days after reaching the destination. Transport is made at the risk of the applicant. 9. The applicant declares that he/she has all legal rights to the work being submitted, and agrees that the festival has the right to use clips from the work (films/videos/CD-ROM up to 3 minutes) for press and media reportage and the festival's promotional acitivities, including Internet. 10. The applicant agrees that VIPER can make a VHS copy of the work shown during the festival for the VIPER archive and research purposes. (Objections can be filed). 11. Screening copies (film, video, CD-Rom) must be in Lucerne by May 8, 1998 at latest. 12.
