Three independent but interrelated centers form part of the Institute: Centro de Formacao Basica, directed by Maurice Capovilla. It embraces the areas of Performing Arts, Visual Arts, Cultural Management, Film & Video, and Design. Centro de Estudos de Dramaturgia, projected and directed by Orlando Senna, articulating three areas: Basic course, the Training and Recycling Workshops and a Standing Communications Seminar. Centro de Design, yet under construction. The Centro de Estudos de Dramaturgia ********************************* Created as a response to the industry demands in Latin America, Brazil and the region itself, the CED opened its doors for the first time in August 1996, with 30 students admitted for the first year of the Basic Course. It has three areas of study: Basic course. A two-year, college-level program for 30 students. The first year is Introductory for the writing of scripts for cinema, TV and video and the second is for acquiring advanced skills with possible specializations for cinema, TV, video, theater, radio and advertising. Confirmed professors for the first academic year are: (from Brazil) Renata Pallotini, David Tygel, Amir Hadad, Heitor Capuzzo and Lauro Muniz. From Cuba, Vivian Tabares (from Casa das Americas, editor of "Conjunto", a magazine specialized in Dramaturgy ) and the Mexican Gustavo Montiel (President of the World Federation of Film and Television Schools, CILECT). The Training and Recycling Workshops are practically-oriented. Courses last from one week to two months. The courses are oriented to answer to the market needs of the. The first event was an International Screenwriters Lab last November. The Standing Communications Seminar is theoretical oriented. To discuss the impact of new audiovisual technologies and mass communication as well as the new trends in the job market. The opening of the Seminars will take place next April with the New Media Story Tellers event. Why an audiovisual training center in the state of Ceará? ********************************************** The state of Ceara possesses, according to many in the film business, the best locations in Brazil. Already in 1940, the particular light and cultural diversity of Ceara attracted filmmakers of all around the world, among them, Orson Welles, who came in 1942 to shoot some of the scenes of his unfinished film "It's all true". The creation of the Institute Dragao do Mar comes complete the project parented by the Government of the State of Ceara towards the consolidation of the audiovisual pole that emerged in the region two years ago, by zooming into the training aspects of the industry. Other successful official initiatives have been: 1) the Jereissatti Law, that authorizes tax exemptions to corporations investing in cultural projects in the state (estimated funds for 1997 4,000,000 U$S) 2) the creation of the first Brazilian Film Commission -the Bureau de Cinema e Video de Ceara- which became a key support organization for local producers. 3) the creation of a state television station -TVC- which is initiating a special co-production program for local film and video makers. 4) the promotion of agreements with distributors and exhibitors guaranteeing special exhibition quotas for Brazilian films in the state of Ceara 5) the recuperation of cinema theaters in more than twenty cities in the state, including Fortaleza, where the first one, "Studio Beira Mar", is already functioning. 6) the sponsorship of an annual National Film and Video Festival (in June) focused on new filmmakers, which since 1996 became international. As a result of this policies, the state of Ceara has became the newest and most promising center of audiovisual production in Brazil. Only in 1995/96, the following feature films were totally or partially shot in Ceara: "Corisco e Dada", by Rosemberg Cariri (3rd Prize in the last Havana Film Fest) "O guarani", by Norma Benguel "Bocage-O Triunfo do Amor", de Djalma Limongi "Central do Brasil" by Walter Salles Jr "Bela Dona", by Fabio Barreto (director of the renown "O Quatrilho") "Tangerine Girl", by Liloy Boubli "A ostra e o vento" by Walter Lima Jr "O Sertão das Memorias" (Best Latinamerican Film in the past Sundance Film Fest) the mini-series "Oropa", "França e Bahia", by Glauber Filho "Milagre em Juazeiro", by Wolney Oliveira (in production) "Vamos a Beirute", by Marcus Moura and "A casa das palmas", by André Klotzel are currently in pre-production. Through existing mechanisms for the promotion of locations in Ceara, the Globo's hit soap opera "Tropicaliente", was produced in the state, what resulted in a 30% increase in tourism to the region.
