dekalog poses a unique situation wherein the film is not available in
north america because the folx who own the rights do not want it to
be. or at least this is my impression.

actually, to my knowledge, there is no difference between someone
making a dub of the pal copy that someone here owns the rights to and
someone buying a pal copy from the pal distributor. both acts are
illegal in that the pal rights owners do not legally have the right to
sell videos in north america as they have not bought the north
american rights.

i bought a copy of dekalog in australia and it cost me $120 canadian.
dont know where you get the $20 figure from.

who exactly has invested in the marketing and distrubution and
promotion of dekalog in north america?
