The latter place has the largest collection of Polish films in VHS (distributed legally!). They could probably update you on what the story of the Decalogues distribution is. I know that someone did purchase the rights to distribute it in the U.S., but for some reason it seems to never have reached the market. For formats other than VHS - the best place to contact should be Film Polski in Warsaw, or the Polish embassy in Washington, D.C. And just a little bit of moralizing.
