My take on that is that Sid is more of a neglected kid than a poor one. The house is neglected, the toys are abused, and the environment was an unwelcoming one. The darker tones, knicks in the paint, and unmade bed all said to me "lack of care" and "lack of parental involvement". For comparison, look at the setting of the gas station and pizza planet, they also have the dark tone and "dangerous" looking environments. It's a cliche none the less.
