FUZZ, based on the Ed McBain 87th Precinct novels has a deaf villain, Il
Sordo aka "The Deaf Man," taken directly from the novels where he shows up
as a recurring character--possibly the only deaf villain in filmdom.
 
Tex Avery's MGM cartoon "Deputy Droopy" runs a series of gags around a pair
of outlaws trying not to awaken a sheriff while Droopy keeps inflicting
noisy pain on them.  At the end, the sheriff awakens and reveals that the
batteries in his hearing aid have run down.  Occasional deaf or
hard-of-hearing gags occur in many other cartoons.
