I know little to none about it, except its reference in one film and one
song. In House Party, they decide to go check out Black Caesar late at night.
In The Public Enemy song Burn Hollywood Burn, they also check out Black
Caeser at the crib.
 
My guess it that its a remake of Shakespeare's Caesar.
