Greg -- Mary Beth Haralovich's dissertation, which is housed in the UW-Madison
library, has a wealth of primary research on the Advertising Code Administration
 and is well worht reading. She has published several chunks of this material
through the years but you have a good chance to trace it back to its point of
origin.
