Maybe a piece by Marcel Ophuls in American Film Vol 8 Issue 2 (Nov 1982).  This attributes a similar quote to Pierre Kast and mentions a report from Jack Lang though it explicitly says there's nothing about Cooper's voice in that Lang report.
