I remember this documentary very vivdly - everything except the title. It
was based on eye colour, though, not hair colour, and I have a suspicion it
was called, "The Eye of the Beholder", or "Brown Eyes, Blue Eyes". Late
1970s or early 80s, I think.
 
Maybe these few misremembered scraps will hel;p someone else come up with
the whole story.
