Although something of a scatter-gun satire, Richard Brooks' 1983 film WRONG IS
RIGHT (aka: The Man With the Deadly Lens), canvasses many issues about
conventional western perceptions of 'terrorism' and state-sanctioned/sponsored
terrorism and counter-terrorism.
