According to the IMDB and contemporary reviews, "Tilai" means "The Law."
 
I don't know how exact the translation might be, though.  I've thought that,
in context, the French title "La Lumiere" is a better name for Cisse's
YEELEN than the American title, BRIGHTNESS.
