While conducting research for an article on the early film industry
that I published ten years ago ("New York Mayor William J. Gaynor and his
City's Film Industry," _Film Reader_ 6), I discovered that Gaynor and
several of his city commissioners visited Edison's Bronx studios in early
1913 to make a talking film that explained the workings of city
government. The NY press dutifully reported that this film was exhibited in
at least three theaters equipped, presumably, with kinetophones.
According to newspaper accounts, the film featured Gaynor arguing on
behalf of several Workmen's Compensation bills and defending his
commissioners against charges leveled by local "yellow" newspapers.
 
I'd be happy to snail-mail you a copy of my article, which contains
citations for the newspaper reports.  Just let me know.
