BRIEF DESCRIPTION OF DUTIES:
The Motion Picture Preservation Specialist performs densitometric and
sensitometric measurements to ensure quality control and compliance with
established standards for black and white duplication of moving image and
sound track films. Creates a family of curves to ensure that exposure
and processing are within established parameters. Uses video analyzer
or light table to establish correct lighting for producing timing tapes
and timing sheets for nitrate and acetate film. Assigns proper gamma
levels at which film will be processed considering such special factors
as deterioration, contrast, and tinted base. Assigns work to Motion
Picture Developing/Printing Machine Operators taking into consideration
their relative workload. After printing and processing are completed,
reviews prints, masters, and duplicates negatives to ensure overall
quality. Coordinates corrective procedures with other staff.
MINIMUM QUALIFICATIONS:
One year of specialized experience at the GS-9 level in the Federal
Service or at a comparable of difficulty outside the Federal Service
which demonstrates a minimum level of proficiency in each of the
following knowledge, skills and abilities (KSAs):
1. Ability to establish light values visually or using a video analyzer
in order to produce timing tapes and timing sheets for the
duplication of moving image and sound track films.
2. Ability to work with others.
3. Ability to pick the right printing machine considering such factors
as film shrinkage, deterioration levels, and perforation type.
4. Ability to determine that the moving image film duplicate is of the
highest quality that can be produced from the original using
light tables, film rewinders, footage counters and flat bed viewing
tables.
5. Ability to establish gamma levels.
QUALITY RANKING FACTORS (KSAs):
Quality ranking factors are presented in ALL CAPS. The statements
beneath each factor relate each factor to specific duties of the
position.
1. ABILITY TO ESTABLISH LIGHT VALUES VISUALLY OR USING A VIDEO ANALYZER
IN ORDER TO PRODUCE TIMING TAPES AND TIMING SHEETS FOR THE
DUPLICATION OF MOVING IMAGE AND SOUND TRACK FILMS -- to establish
correct lighting for producing timing tapes and timing sheets for
nitrate and acetate film (the produced film will serve as the
preservation copy).
2. ABILITY TO WORK WITH OTHERS -- to assign tasks to Motion Picture
Developing/Printing Machine Operators who produce preservation
copies of nitrate and acetate film.
3. ABILITY TO PICK THE RIGHT PRINTING MACHINE CONSIDERING SUCH FACTORS
AS FILM SHRINKAGE, DETERIORATION LEVELS, AND PERFORATION TYPE -- to
select the printing machine best suited for printing the film in
each production job, considering the physical conditions of the film
and the inspection reports.
4. ABILITY TO DETERMINE THAT THE MOVING IMAGE FILM DUPLICATE IS OF THE
HIGHEST QUALITY THAT CAN BE PRODUCED FROM THE ORIGINAL USING LIGHT
TABLES, FILM REWINDERS, FOOTAGE COUNTERS AND FLAT BED VIEWING TABLES
-- to selectively review prints, masters, and duplicate negatives
to ensure overall quality; to coordinate corrective procedures with
other staff, including the Quality Control Section, if there are
quality control problems.
5. ABILITY TO ESTABLISH GAMMA LEVELS -- to assign proper gamma levels
at which film will be processed considering such special factors as
deterioration, contrast, and tinted base; to create a family of
curves to ensure that exposure and processing are within established
parameters; to apply a knowledge of film processing in making the
gamma level determination.
HOW TO DEMONSTRATE COMPETENCE ON THE KSAs: Applicants must address each
KSA on a separate sheet of plain paper in order to be considered for this
vacancy. Applicants should not simply repeat entries from the SF-171 in
addressing each KSA, but should elaborate on any specific experience (as
an employee or volunteer), training, educational courses, and awards that
demonstrate possession of the identified KSAs.
EVALUATION PROCESS: Applicants are first assessed against the minimum
qualifications requirements for the position. To be minimally qualified,
applicants must demonstrate a minimum level of competence in the
knowledge, skill, and abilities (KSAs) required to perform the duties of
the position, and must have the length of time and level of education
and/or experience as specified in the announcement. Applicants who are
minimally qualified will be further evaluated to determine the degree to
which they possess the KSAs identified as quality ranking factors. These
KSAs are assigned values for purposes of rating. This rating process
will determine who will be referred to the selecting official for further
consideration.
