I think the TV movie you're thinking of is SPECIAL BULLETIN.  It was
directed by Edward Zwick and writen by Marshall Herskovitz (of
THIRYSOMETHING fame).  I happened to read about it the other day because
the Museum of Television and Radio has included it in this year's
Television Festival here in Los Angeles.
