Subject: Foreign films and the Oscars

John Magee's mention of _Europa, Europa_ and the Academy Awards brought up
this question: Why are films like _The crying game_ and _Howards End_
nominated in the Best Picture catagory and not in the Best Foreign Film
catagory? Or are such films not considered foreign films? Very curious.
