Subject: Next 5 Minutes: conference & exhibition on tactical tv
During The Next 5 Minutes, Paradiso (Amsterdam, Netherlands) will bring
together tactical television producers from different regions of Europe and
beyond. All those invited have a desire to re-imagine the basic nature and
foundation of television. Their work lies on the boarders of what is
politically, technically or aesthetically possible. TV-tacticians exist in
both marginal and established television. Many of them even jump from one
to the other and back again, depending on what is best for their projects.
Tv-tacticians can be individual media activists trying to communicate their
messages through public access channels, small production companies testing
the limits of established tv from the inside, tv-art projects using the
latest techniques to develop a new kind of tv-language, independent stations
fiercely resisting political influences, or some remarkable people within
big tv-institutions developing radically new programme concepts.
Everyone invited has a unique perspective on the nature of television and a
special story to tell about the country, community and situation in which
they work. During N5M, they will tell these stories in many different ways:
through lectures, debates and interviews, through the showing of tapes and
films, and also through the workshops and installations of visual artists.
In the n5m's tape-library material can be viewed on request. Besides the
many tapes brought along by guests, a collection of both historical and
contemporary examples of tactical television will be available.
N5m's programme contains five themes: the camcorder-revolution (ed. Karel
Koch), tactical television and visual art (ed. David Garcia), tactical
television in the Southern Hemisphere (ed. Geke van Dijk), tactical
television as a means to democracy in East Europe (ed. Geert Lovink), the
role of tactical television in wartime (ed. Jeroen van Bergeijk)
Some individual stories
Black Box from Hungary is just one of a number of East European groups,
which produced a video equivalent to the tradition of illegal literature
known as Samizdat, who will be visiting n5m. In 1991, one of their
programmes recently lead to the resignation of Hungarie's minister of the
interior minister. In common with many other participating groups, they deal
with some of the most pressing problems of today, such as the resurgence of
anti-Semitism, the persecution of Gipsies and the strange alliances between
the "new right" and the old communists. Black Box produces independent
productions in Hungary and, at the same time, does regular work for CNN.
Pesti Lazlo and other Black Box correspondents will talk about their work.
Yutel and Studio B belong to the few truly independent television stations
in former Jugoslavia, where the mainstream nationalist media have been
influential instigators of the current Balkans-tragedy. Up to this very day,
Studio B broadcasts daily. The United Nations excepted them from the
cultural boycott, enabling them to now receive financial support from
outside of Jugoslavia, and to participate in n5m. Goran Milic, founder of
Yutel, will describe how Yutel was literally "launched" from Sarajevo.
Paper Tiger and Deep Dish TV are two groups that have shattered the
illusion that only very wealthy institutions can set up satellite networks,
and that local television cannot appeal to a wide audience. Just before and
during the Gulf War the programmes of Paper Tiger provided one of few forums
in the USA for dissenting voices. Not only did they start broadcasting one
full week before war was officially declared, but their programmes were also
distributed through satellite to 400 public access stations throughout the
USA.

on tactical television, together with some of the ideas behind the Next 5
