You can order it directly from the National Film Board of Canada, US phone number is 1-800-542-2164. It appears to be $19.95 VHS for home use though the institutional price is $295. That price is probably one reason you can't find it: the university library I use has the tape but this seems an unlikely purchase for most public libraries. The other reason is that I suspect this was distributed to the video trade so video stores probably were never offered the title (or reasonably enough would have balked at the cost).
