In the 'seventies, UFVA  had a pre-print copy service that we called Film Resea
rch in Progress.  It was moderately successful for being largely internal with
publicity limited to the newsletter.  The idea was that people could send mat
erial such as drafts and conference papers to be held in a central file and ava
ilable to anyone willing to pay a nickel a page.
 
The whole thing atrophied due to clerical requirements and increasing postage c
harges.  An electronic version seems to solve some of the problems.  Key to the
project was that the material was <not> reviewed.  You just put yourself out t
here just as at a conference presentation.
 
An electronic version would seem to solve some of the economic and clerical pro
blems; it's everyone for themselves, posting draft work for comment.
