I don't know about the technology side but you might want to contact Karen
Ranucci at Democracy in Communications in New York if you don't already know
about the LAVA project, another translation and language studies project
utilizing Latin American independent film.  And please let me know if you are
looking for films to subtitle  - I have a number in my office by Latin
American women which would be great!
