researched through the Library of Congress and all programming is
royalty-free."

I don't know whether they'd sell to schools or what their pricing is, but
at least they're one resource where you could check to see if a film is
generally thought to be in public domain.

Dear Screen-L,

Just a quick note. I've sent cease-and-desist letters to pull Milestone's
copyrighted films off Retro-film's website. Having looked at his list, if
every distributor did this, he'd have about ten films left. This is
definitely a bootleg operation and most of the films are NOT public domain.
