I noticed that my computer did something strange in my recent reply.  The
person I was suggesting you interview was David Wolper, who produced a
plethora of the genre during the 1970's.  As Lee Margulies pointed out, there
was a great discussion around the topic in the 1970's.  there was another one
held at UCLA including Kathryn Montgomery, Woper, Howard Rosenberg and other
critics -- maybe in 1985 or so.  You might check with Rosenberg at the
L.A. times, as well as newspaper coverage of the event.  Another person to
contact would be the standards and practices people at the various networks.
As a former network censor myself I can attest first hand to the headaches
created by that form, and I could put you in charge with the person in charge
-- I could put you in touch I mean to say -- with the person in charge of that
over at ABC (now Disney, I guess).  email  me if you want further info. Nina
