1.The Official Languages
the offficial language of the Festival shall be Korean and English
 
2.Administration
The Festival will be orgranized by MBC(Munhwa Broadcasting Corp.)
 
3.Qualification for entries.
The following are the qualifications required for entryu works in the
Festival
(1)Entry works should be "frame by frame", including computer
graphics animation.
(2)Entry shall be either film or video tape.
    a.film shall be presented in 16 or 35 format, and it shall be an
optival shoundtrack system. films should also have a 3m leader.
    b. videotape shall be on standard inch cassettes and in either of
the NTSC. PAL., SECAM formt.
      BETACAM is acceptable only for the NTSC format.
      In the event that the works submitted in inch VHS cassette
tapes reach the final contest, the works should be transferred to a
form of film or to BETCAM format when submited to tyhe Organization
COnmmittee Videotapes should start with a color-bar for 3minutes and
5 seconds of black screen.
(3)running time should be under 30 minutes.
(4)Works should be those that have been completed after January 1,
1995. One film or videotape should contain only one work
(5)Coprighted characters, scripts, music, etc, used in the works
shall be accopanied with authorization.
