Edward O'Neill's speculations about 12 MONKEYS seem quite correct to me.
Any change in the "past" would inevitably mean that the "future" (Willis's
 
"present") would change--so he couldn't be sent back to change the past.
 
On the other hand, there is the implication that the future scientists may
be able to work with the virus in order to get back to the surface and/or
prevent similar calamities.
 
The time paradox treatment seemed quite true to LA JETEE as well (though it's
been a while since I saw it).
 
At any rate, it's far more coherent than WATERWORLD!
