Two Australian productions on the subject of disabled children are:

Annie's Coming Out (1984)
(Film Australia/AFI. Based on true story of Anne McDonald who was
diagnosed as intellectually disabled instead of physically disabled.)

I Can Jump Puddles (1981)
Mini series based on the autobiography of writer Alan Marshall, who was
inflicted with polio as a child. Still available in Australia on video.
