CGI is not relegated only to effects movies.

_In the Line of Fire_, e.g., used CGI to take footage of
presidential campaign rallies and to change the names of the
candidates.

_Contact_ used CGI to meld together shots done on location
with those done on sets in order to create artificial "long
takes." (The _Contact_ laserdisk and DVD both have
commentary by the director and producer which detail all
these uses of CGI.)

Thus there is not narrowly delimited list of CGI vs. non-CGI
movies.
