since the british government was in need of a terrorist scapegoat.

The IMDB lists a few examples: FATHER CAME TOO (1963), a British film
that apparently includes a number of historical British characters and
the 1971 series farce CARRY ON HENRY. The closest thing to a serious
film seems to be a 1923 silent film titled GUY FAWKES. There is also,
strangely enough, a 1999 comic/horror film titled TOP OF THE FOOD CHAIN,
with Tom Everett Scott as a character named Guy Fawkes (and a woman
character named "Chris Marlowe"). I suspect ex-English majors with too
much time on their hands.
