Format and technical directives are critically important.  If you don't
follow "Hollywood standards" the script will be tossed, unread.  Outlines
are rarely, if ever, sold.
There are lots of software packages, but any useful word processing
software will allow you to preformat for scripts.
Agents won't help until you have already generated interest in your script.

No; a short inquiry is professional, and you want to give them enough
information about your work to make them want to read it.  Three words is
not enough, three pages is too much.  Perhaps three paragraphs is about
right, depending on the paragraphs' content.
Why do you want a co-writer?  Be a writer first, and find your
strengths.  Then, when you've also identified your weak areas, you'll be
better able to shop for a collaborator.
