As one who strongly believes in Federal support for the arts and the NEA in
particular, I was also shocked by the statistics in this article.  As a
longtime resident of New York, and now equally at home in Los Angeles, the
evidence of the East Coast Old Boy's Network was clearer than I've ever seen
it.  $23.9 million for New York, and less than $4 million each for the rest of
America's major cities???  New York is without a doubt our nation's cultural
capital.  But by that much?  San Francisco, the West Coast pet of the East, is
certainly deserving.  But more than Chicago and Los Angeles, with far larger
populations to serve?  If the NEA is to beat back the "elitist" name-calling,
it needs to broaden its vision.  In a way, it is the same problem faced by PBS
(which I also support).  Public underwriting of the arts, in all its forms,
needs to reach out, both to give and receive, if it is to gather the
widespread support it'll need in the coming months.
