It was written and directed by Peter Wollen, and released in 1987 by
the BFI and Channel Four.  It also starred Bill Paterson (the lead in
Bill Forsyth's Comfort and Joy) as a journalist in the Middle East,
1970.  He meets a young woman named Friendship (Tilda Swinton), who
claims to be an extra-terrestrial.
 
The 1987 Toronto Film Festival catalogue lists the BFI as the source
of the print shown that year.
 
I don't have it near at hand to check, but I seem to recall that Wollen
included the original story in his book, Readings and Writings.
