Having been guilty of PC-mouth runoff may I susggest that:
 
        a) the conference remain unmoderated
        b) users/contributors refrain from long-winded, ancilliary
discussion
        c) the organizers employ the same trick the Truckers do
on the CB radio, ask the offender to go to another channel with
the discussion (ie., go one-on-one and not post on the ListServ)
 
This of course smacks of 'big-brotherism' but it may help -- somewhat.
