My answer to your question about a union catalog of film libraries
falls under category 1) among your choices.  The reference source
that comes closest to your description is the _Educational Film &
Video Locator_ published by R.R. Bowker.  The work is in its 4th
edition and is two volumes in length.  It lists the holdings of
academic media rental libraries in the United States.  It's almost
four years old now and might be updated *eventually*.  The titles
listed in it are purely educational titles, though, and not
feature films.  Most academic rental libraries are not permitted
to re-rent feature films.
 
A more up-to-date way of checking what college media libraries
have is to access their files electronically through Internet.
The only system I'm aware of that can searched thusly is
<media.avs.uakron.edu>.  On that list you can find the media
holdings of Kent State, Penn State, Indiana University, and
the University of Akron.
 
Are there any other electronic union catalogs for media
out there?
