Usually the writer researches their own projects, although they may hire
assistants. Only the writer has the vision of the story concept and would know
what facts need to be gathered and what is irrelevant.
 
Of course, once a producer acquires a script they may want to verify certain
facts themselves - particularly if they contemplate making changes. Frankly,
it doesn't really seem that too many filmmakers are all that particular about
historical accuracy anyways. IMHO, it seems most use "artistic license" so
much it's just become an excuse for laziness.
