Could you possibly mean the Catholic Legion of Decency?  The National
Board of Review, or the Hays Office (MPPDA:  Motion Pictures Producers
and Distributors of America)?
 
For an overview of this, see Garth Jowett's _Film: The Democratic Art_;
it contains several chapters covering censorship in the early film
industry.  (It's out of print, but shouldn't be that difficult to find).
