How about the bosses in Grapes of Wrath?  Any chain-gang film has
mean supervisors, but they may not count as bosses. Are you sticking
just to Hollywood films?  Nine to Five has a mean boss (male) and
three women who seek revenge (it's Spanish title reads "How to Kill
Your Boss."  Zhang Yi Mou's films have plenty of mean bosses--v. "To
Live."  Then there are all the mean studio heads in so many films
about Hollywood (v. earlier lists).  Another general repository of
nasties is the newspaper film with mean editors.  Check out the filmography
of Edward Arnold, who played authoritative figures, most of them nasty.
