 I'm looking for
French films in which one of the characters is a bum, a vagabond, a
vagrant, etc.

The most famous of these is Jean Renoir's "Boudu Sauve des Eaux" ("Boudu
Saved from Drowning") starring the great Michel Simon (he also produced it)
in 1932. It was remade in the US with Nick Nolte, Richard Dreyfuss and Bette
Midler as "Down and Out in Beverly Hills"
 
Also one of the characters in Rene Clair's "A Nous La Laiberte" is a
vagabond. Also 1932.
