Are you looking *only* for twins, or will doubles/doppelgangers do as well?
If so, consider film versions of A TALE OF TWO CITIES, THE STUDENT OF PRAGUE,
and DAVE, for starters.   Isn't there a fairly recent martial arts film about
twin brother martial arts fighters (American, I believe)?
