A wish list of Audio/Visual equipment depends imensely on budget.
 
"Here is some background on the AVSC - we are still using VHS video and
audio cassettes, the size of the collection is approx 8000 and growing, and
serves a potential of 12000 students."
 
If you can upgrade to Betacam S/P, do it. Though don't go for the Sony UVW
series, they're technically lame. If you want to go on-line on budget you
must include a Desktop Video solution with either one of the micro-computer
platforms in the market: IBM and clones (edit controllers: OZ by Videomedia
or the Video Machine by Fast, and Matrox), Apple Macintosh (The Video
Machine, or Avid which gives you the option of non-linear and linearity, it
starts at $50.000), or the (un)dead Commodore Amiga with the Video Toaster
and Amilink by RGB Computers. One of these gives you more than controlling
Time Code VTRs, but also offers Character Generation, Paint, and Animation
options with add-on software.
 
If your budget for VTRs are not very high, opt for S-VHS. It gives you Y/C
connections that helps if you need to make B-Rolls and is fully compatible
with your library. Besides, it has excellent HI-FI audio capability.
