Cary,  this is a bit of a stretch, but...
 
Fassbinder's DIE EHE DER MARIA BRAUN (THE MARRIAGE OF MARIA BRAUN) presents
the title character (played by Hanna Schygulla) as a secretary in post-WWII
Germany.  She quickly rises from secretary to business executive though.
 
At least, this is how I remember the film.
 
Seems like there may be other Fassbinder films that deal with office
workers, but I'm drawing a blank on the titles.
 
Perhaps more to the point might be Pabst's DIE FREUDLOSE GASSE (THE JOYLESS
STREET).  Released in 1925 and set in post-WWI Vienna, it features
Greta Garbo as an office worker who is sexually harassed by her boss and
is forced to quit.  The film doesn't center on her job, but it does
provide one of the key narrative elements.
