 It's the SCS jobs listing.

 Though I haven't heard this from Henry, who sent it unintentionally
 encoded, I suspect that it's been UUENCODED.  UUENCODE is a program that
 will convert binary files into text (ASCII) so that they can be sent
 through the Internet (without using File Transfer Protocol).  To covert
 the text file back into binary format you use UUDECODE.
 
 UUENCODE/UUDECODE are free programs that are avaiable for most types of
 computers and can be found on various computer bulletin boards and the like.
